The central questions asked by this paper are: What is government? And, What is a government's purpose, its powers, and its perils. Through the writings of the classic political thinkers, these and other questions of a collateral nature are examined. Collateral questions such as: How does government come about? Is it an automatic process, or an invention of man? What power does government have over a person? And who is it that sanctions this power? And for what purpose? Are there limits in the exercise of government power? And if there are limits, what, for the individual, are the practical problems and remedies when these limits are exceeded?"
